Authoritarian forms of governance are on the rise. As of 2025, fewer than 12% of people worldwide live in liberal democracies (the lowest in 50 years) while 72%, or 5.8 billion people, live under autocratic rule, according to Democracy Without Borders<\/a>.<\/p>\n\n\n\n

Such regimes are often characterized by severe restrictions on civil liberties, tight control of information, limited political space, and pervasive state influence over non-governmental organizations. For civil society, operating under these conditions is a significant challenge.
Yet, they play an indispensable role in monitoring and reporting human rights violations and impunity, which tend to intensify in authoritarian settings, making the preservation of their space to operate vital. Constant threats, including restrictions on activities, communication, and advocacy, as well as intimidation and force, have forced numerous organizations to shut their doors.<\/p>\n\n\n\n

This edition highlights the resilience and creativity of the KOFF members and their partners as they continue their work in authoritarian regions while safeguarding staff, partners, and project participants. Solutions highlighted include building and diversifying partnerships and funding streams, working from exile, using discreet communication and advocacy strategies, adopting robust security protocols, and more.
