In South Sudan, prolonged conflict, political volatility, and a highly fragmented aid landscape have created an environment in which localization is fraught with many difficulties. Without careful contextualization, efforts to localize aid can inadvertently reinforce existing inequalities, elite capture, or social tensions. For example, selecting local partners based on visibility, donor familiarity, or political alignment may exclude legitimate community actors and deepen local grievances. Consequently, localization is not just about funding or programming; it is about trust relationships, legitimacy, and power dynamics.
Through the South Sudan Conflict Sensitivity Resource Facility (CSRF), we have long centered local actors and their agency as an inherent part of conflict sensitivity. From our experience, successful conflict-sensitive localization should build on three core pillars:<\/p>\n\n\n\n

  1. Contextual Legitimacy<\/strong>
    Locally led action should be built on actors with genuine legitimacy within their communities. This involves assessing not only technical capacity but also social credibility, representation, and inclusivity. Recognizing legitimacy reduces risks of elite capture and ensures programming reflects community priorities. Localized programming decisions grounded in rigorous local context and conflict analysis ensure that aid interventions better navigate local power dynamics and do not inadvertently exacerbate tensions.<\/li>\n\n\n\n
  2. Equitable Partnerships<\/strong>
    Localization should enable meaningful leadership of diverse local and national actors, not make them marginal contributors to project design and steering, while offloading implementation to them. It should involve smaller, community-based organizations and historically marginalized groups. Local actors truly taking the lead on how aid is delivered requires partnerships founded on trust, transparency, mutual accountability, and shared responsibility \u2013 ones which avoid tokenistic inclusion and instead create spaces where local actors can do more than merely influence decision-making, resource allocation, and strategic direction.<\/li>\n\n\n\n
  3. Holistic Institution-Strengthening<\/strong>
    Localization is sustainable only when local institutions are strengthened holistically. Investments should go beyond short-term project support to build institutional and operational resilience and to enhance operational systems, staff competencies, leadership capacities, and governance structures. Not least, this capacity strengthening journey should always be seen as reciprocal, with international actors furthering their learning as well, e.g., in terms of understanding the context and improving their own operational practice and thematic knowledge.<\/li>\n<\/ol>\n\n\n\n
