Advisory Board

The Advisory Board provides strategic orientation to the KOFF platform. It is aimed at improving member organizations’ representativeness and their access to decision-making within the platform. The Board is composed of 13 NGOs' representatives, a member of the swisspeace directorate, and one representative of the Swiss Agency for Development and Cooperation (SDC) of the FDFA.

Daniel Hostettler, Fastenaktion

Daniel Hostettler is the President of the KOFF Advisory Board. As the Head of International Programs at Fastenopfer, he coordinates the organization's political endeavors. He has been working with Fastenopfer for 19 years. He holds a Master in Philology and a postgraduate degree on Human Rights both from the University of Geneva. He also used to work as a part-time lecturer in development policy at the Lucerne School of Business.


Christophe Barbey, APRED

Christophe works as a legal advisor and an independent researcher. He has been the coordinator of APRED since its foundation in 2001. APRED gathers people who empower themselves to live in peace, building long-term peace policies and infrastructures. As an advisory board member, he aims at strengthening the core functions of the KOFF platform (roundtables, KOFF magazine, public relations, etc.)


Sarah Noble, CAUX – Initiatives de Change

Sarah Noble is Head of Global Engagement at Caux - Initiatives of Changes. She has held leadership positions at several international organisations focused on peacebuilding, humanitarian issues, and independent media. She brings with her more than 20 years of experience in strategic communications, fundraising, and partnerships in the field of international peace and security. She is co-founder and is Curator of the Peace Talks at Interpeace where she has held a number of positions, including Special Assistant, Chief of Staff, and Director of Global Engagement. She has overseen more than 20 editions of the Peace Talks that have taken place in more than 8 countries with over 8.000 attendees and has worked with more than 200 speakers from over 50 countries. Sarah also served as Director of External Relations at The New Humanitarian, a non-profit newsroom that puts quality, independent journalism at the service of the millions of people affected by humanitarian crises around the world, where she led the rebrand process and helped build the funding base of the organization.


Andrea Nagel, Frieda (the feminist peace organisation)

Andrea Nagel holds a Masters Degree in Business and Economics from the University of Berne as well as a CAS in Development Studies. For ten years now she has been working in the field of development cooperation and human rights, mostly as the director for small NGOs. She has joined cfd in April 2020 where she holds the position of the director. As an advisory board member, her aim is to strengthen the platform function of KOFF and to ensure that gender issues, women’s and children’s rights, continue to be an important focus in peacebuilding. She shares her seat with PWAG’s representative.


Sacha Meuter, Fondation Hirondelle

Sacha currently works at the Fondation Hirondelle as a research coordinator and legal advisor. He is specialized in issues related to the role of media and UN missions in peace processes. As an advisory board member, he is promoting the dialog between civil society (both Swiss German and French Swiss) and state institutions. He also aims at favoring a better understanding of the role that media can play in conflict contexts and in shaping the general public on peace policy.


Una Hombrecher, HEKS/EPER

As a senior human rights and conflict transformation advisor at HEKS, Una has been in charge of drafting various policies and strategies for the organization. Una is accompanying Human Rights and Peace Projects in 18 countries around the globe and has carried out various evaluations and experience capitalizations. She has studied Cultural Anthropology, Geography and Psychology in Freiburg and worked at the University of Heidelberg as a researcher. She established a global Network on “overcoming gender-based violence” for Bread for the World and has been engaged in consultancies towards measuring impacts of advocacy and conflict transformation processes. Una has lived and worked in Sri Lanka and Ethiopia while doing research on “identities in conflict – and the role of women in peace building” and designing and implementing a credit and saving scheme for rural female heads of household.


Regula Gattiker, HELVETAS Swiss Intercooperation

Regula has 15 years of working experience in development cooperation and peacebuilding. She has been acting as a practitioner, trainer, analyst and consultant, with a special focus on conflict sensitivity and conflict transformation, as well as in the field of peace education, culture and human rights. She currently works as a peace and conflict transformation advisor at HELVETAS. As an advisory board member, she aims at strengthening the core functions of the KOFF platform, using KOFF as a platform to discuss new topics and shaping Swiss peace policy.

Owen Frazer, HELVETAS Swiss Intercooperation

Owen Frazer joined Helvetas as a Senior Advisor Conflict Transformation in 2021. He began his career in development cooperation in 2002. He subsequently worked for several years as a delegate of the International Committee of the Red Cross before moving into the field of international mediation support, assisting Swiss government efforts to transform social and political conflicts. A certified mediator, with an MA in conflict resolution and a PhD in political science, he is an experienced trainer and facilitator, and author of several publications on conflict transformation.


Dieter von Blarer, humanrights.ch

Dieter has more than 30 years of professional experience in human rights, governance and rule of law on various levels (municipalities, regional and national administration in Switzerland and abroad: Kosovo, Central Asia, Ukraine, Iraq and Egypt and from different perspectives: in official positions, as legal representative of municipalities or individuals and as project manager. As an advisory board member, he aims at strengthening the coherence between peace and human rights policy and the cooperation between NGOs and state institutions working in peacebuilding.


Dorina Waldmeyer, Mission 21

Dorina has been working on peacebuilding and development cooperation for the last 8 years. Dorina holds a master in South-East Asian studies, where she laid a focus on human rights and conflict transformation in the West-Papua Conflict. Dorina moved to Kenya in her Function as Country Coordinator for South Sudan in 2015. In 2018 she moved back to Basel to fill in the role as Programme officer for South Sudan. Dorina is responsible for peacebuilding within M21 and has a focus on Religion & Conflict & Women, Security and Peace.


Sibylle Ganz-Koechlin, Peace Brigades International Switzerland

After teaching and taking formal training in intercultural communication, Sibylle founded her company, TripleT trainingthetrainers. She specializes in all intercultural aspects of education and work with various organizations as well as with individuals, either as a trainer of trainers or in adapting teaching and training materials for diverse intercultural contexts. Translating texts (German-English/English-German) like the Alternative Report on Women, Peace and Security UNSCR 1325 is also part of her work. Sibylle has been a member of the National Committee of PBI Switzerland since 2011. As a KOFF advisory board member, she aims at strengthening KOFF’s position as a voice for all peacebuilding organizations.


Deborah Schibler, PeaceWomen Across the Globe

Deborah Schibler has headed the international office of PeaceWomen Across the Globe since 1 May 2023. Since her youth, she has been committed to a non-violent, just world living in solidarity. After studying law in Fribourg and Dublin and qualifying as a lawyer in Lucerne, she worked as a delegate and coordinator for the International Committee of the Red Cross (ICRC) in armed conflicts and other situations of violence. Her work took her to Jordan, Iraq, Madagascar, Panama and Costa Rica. Starting in 2019, she worked as a seconded member of the Expert Pool for Civilian Peacebuilding of the Federal Department of Foreign Affairs (FDFA). She is also one of the first members of the Swiss Women in Peace Processes network, which was founded in 2021.


Ines Tijera von Holzen, SDC

Ines Tijera von Holzen works at the Swiss Agency for Development and Cooperation of the Federal Department of Foreign Affairs.


Diana Schenkel, Swiss Peace Council

Diana Schenkel has been a board member of the Swiss Peace Council, located in Zurich, since 2021. She has an academic background in International Relations.


Matthias Boss, swisspeace

Matthias holds a MSc in Public Policy and Management from the University of London, and a postgraduate Diploma in Development Cooperation from the Federal Institute of Technology. Before joining swisspeace, Matthias worked as a senior consultant and partner at KEK-CDC Consultants, where his focus was on organizational development, program design and evaluation. Matthias joined the directorate of swisspeace in June 2014.


Andreas Hugentobler, terre des hommes schweiz

Andreas Hugentobler is program coordinator for El Salvador and has the thematic responsibility on sustainable livelihood at terre des hommes Schweiz.

Andrea Zellhuber, terre des hommes schweiz

Andrea Zellhuber is thematic advisor for violence prevention at terre des hommes schweiz (Basel), a development NGO that focuses on youth-led initiatives for culture of peace in Latin America. Furthermore she did research on participatory urban planning and worked on land use conflicts in Brazil. As an advisory board member, she aims at strengthening collective learning processes and strategies for collaboration among the members of the KOFF platform as community of practice.
